Sex Offender Registration Offender Arrested – Dover Borough

NYCRPD Investigators charged a registered sex offender with failure to comply with the registration requirements of the Pennsylvania Megan’s Law. 

STEPHEN WAYNE PUTNAM, age 39,  of 78 North Main, Dover, PA  was charged after an investigation into registry of offenders was conducted through a program titled “OPERATION SAFE TREATS” sponsored by the United States Marshalls Office with local law enforcement participants. This program was designed to enhance safety for children during the Halloween “Trick or Treat” activities period. 

As part of the local agency participation in the “OPERATION SAFE TREATS” the Northern York County Regional Police Department conducted specific acts within the program guidelines and identified PUTNAM as a subject who while required to register, failed to comply with the registration requirements for change of address and appropriate notification to registration authorities. 

NYCRPD investigators charged PUTNAM with a single count of FAILURE TO COMPLY WITH REGISTRATION REQUIREMENTS and obtained an arrest warrant. 

The Wednesday afternoon arrest of PUTNAM was a part of a warrant service operation conducted by the NYCRPD and the United States Marshalls Fugitive Task Force.  This operation included officers from numerous local law enforcement agencies and the United States Marshalls Office, and is intended to locate, arrest, and prosecute offenders in York County and throughout South Central Pennsylvania.

Special emphasis is placed on the identification and verification of persons required to register and the apprehension and arrest of sex offenders as part of this unit’s mission. PUTNAM was transported for arraignment at the York County Central Booking and Processing Center. His current bail status is unreported.
