A 63-year-old Dover Township man is locked up in the York County Prison after his arrest on an array of charges related to the investigation of sexual abuse of children under the age of 13. EDWARD EARL CAMPBELL of the 4500 block of Bull Road, Dover surrendered at the Office of MDJ Gerald Shoemaker for arrest after issuance of an arrest warrant on 02.08.2011 charging CAMPBELL with offenses, which spanned a multi year period. Incidents are reported by several children over a ten-year period with the most recent allegation occurring during the Christmas holidays in 2010. There will be no further release of information concerning the female victims in order to protect the victims.
The NYCRPD conducted a joint investigation with the Upper Allen Township Police Department concerning the allegations and the activities of CAMPBELL who also resided in Cumberland County during part of the period for which the acts are alleged to have occurred. Further charges are pending in Cumberland County according to the U.A.T.P.D. investigators.
The criminal complaint filed by the NYCRPD contains specific information concerning the allegations, which generally include allegations of inappropriate sexual contact, and touching of the females between the ages of 3 and 13 during the period of 2000 to 2010. CAMPBELL used a camera mounted upon a tripod to capture nude images of the children in sexually suggestive positions. CAMPBELL is also alleged to have exposed himself while driving a vehicle to his female passenger and attempted to force the child to perform a sex act. In addition to the alleged sex acts CAMPBELL is reported to have threatened the victims in the event they would disclose information concerning his actions to their parents or to the police.
