Dover Township Man Charged With Multiple Sex Offenses – Suspect Is In York County Prison.

A 63-year-old Dover Township man is locked up in the York County Prison after his arrest on an array of charges related to the investigation of sexual abuse of children under the age of 13. EDWARD EARL CAMPBELL of the 4500 block of Bull Road, Dover surrendered at the Office of MDJ Gerald Shoemaker for arrest after issuance of an arrest warrant on 02.08.2011 charging CAMPBELL with offenses, which spanned a multi year period. Incidents are reported by several children over a ten-year period with the most recent allegation occurring during the Christmas holidays in 2010. There will be no further release of information concerning the female victims in order to protect the victims. 

The NYCRPD conducted a joint investigation with the Upper Allen Township Police Department concerning the allegations and the activities of CAMPBELL who also resided in Cumberland County during part of the period for which the acts are alleged to have occurred. Further charges are pending in Cumberland County according to the U.A.T.P.D. investigators.

The criminal complaint filed by the NYCRPD contains specific information concerning the allegations, which generally include allegations of inappropriate sexual contact, and touching of the females between the ages of 3 and 13 during the period of 2000 to 2010. CAMPBELL  used a camera mounted upon a tripod to capture nude images of the children in sexually suggestive positions. CAMPBELL is also alleged to have exposed himself while driving a vehicle to his female passenger and attempted to force the child to perform a sex act. In addition to the alleged sex acts CAMPBELL is reported to have threatened the victims in the event they would disclose information concerning his actions to their parents or to the police.  CAMPBELL is charged with the following: 

Count Number 1 – PACS Crimes Code Title 18 Section 903 Subsection A Criminal Attempt to Commit Involuntary Deviate Sexual Intercourse With A Child   Section 3123 Subsection b – One (1) Count This offense is graded as a felony of the first degree 

Count Number 2 – PACS Crimes Code Title 18 Section 3125 Subsection b -  Aggravated Indecent Assault Of A Child – Two (2) Counts) – Graded as a felony of the first degree - 

Count Number 3 – PACS Crimes Code Title 18 Section 3126 Subsection 7- Indecent Assault – Two (2) Counts – Graded as a felony of the third degree as specified under 3126 subsection b 3 ii – repeated course of conduct 

Count Number 4 – PACS Crimes Code Title 18 Section 3127 Subsection a Indecent Exposure, One (1) Count Graded as a Misdemeanor of the first degree 

Count Number 5 – PACS Crimes Code Title 18 Section 5901 Open Lewdness One (1) Count, Graded as a Misdemeanor of the third degree 

Count Number 6 – PACS Crimes Code Title 18 Section 6312 Sexual Abuse Of Children Subsection B, Photographing, videotaping, depicting on computer, or filming sexual acts Two (2) Counts Graded as a Felony of the second degree

Count Number 7 – PACS Crimes Code Title 18 Section 4952 Subsection A 1, Intimidation of Witnesses or Victims, Two (2) Counts, Graded as a misdemeanor of the second degree

Count Number 8 – PACS Crimes Code Title 18 Section 4304 Subsection A 1, Endangering the Welfare of A Child, Three (3) Counts, Graded as a felony of the third degree (continued course of conduct as specified under 4304 (b) relating to the grading of this offense)

Bail in the York County Case was established at $25,000.00 and the defendant was transported to the York County Prison to await further action. Anyone who may have further information is requested to contact the NYCRPD at the department  web site at nycrpd.org
