Subject Strikes Home With Car After Domestic Dispute and Assaulting Officer

On 12.06.2011 at 2048 hours the Northern York County Regional Police responded to the first block of Butter Road in Dover Borough for a domestic.  Upon arrival Officers met with the female half of the domestic.  She advised that Tracy Allen Smith age 42 of Dover had arrived at her home intoxicated.  An argument ensued and culminated with Smith choking the female victim.  Smith left the home as one of the victim’s children was calling 911.

As the first responding officer arrived, Smith was observed walking in the area of the scene.  The officer attempted to confront Smith, but Smith fled on foot to a vehicle he had parked in a parking lot along City Hall Drive.  The officer made contact with Smith at his vehicle as Smith was trying to start the car trying to leave the area.  The officer reached into the car and struggled with Smith to gain control of the car keys and the vehicle.  Smith was able to get the vehicle started and attempted to drive off while the officer was still partially in the vehicle.  The officer was dragged several feet until he could get completely clear of the fleeing car. 

Another responding officer observed Smith’s vehicle fleeing City Hall Drive.  The officer attempted to stop Smith on East Canal Street.  Smith failed to yield to the officer’s emergency lights and siren and continued to flee onto Willow Run Road.  Smith accelerated rapidly and failed to stop for the posted stop sign at the intersection of Willow Run Road and Butter Road.  Smith’s vehicle travelled through the intersection and struck a home near the intersection.  The impact with the home destroyed the chimney and ruptured a natural gas line. 

Smith fled the vehicle on foot and was apprehended by officers after a short foot chase.  Several residences in the area had to be evacuated until the gas line could be shut off.

Smith was transported to Memorial Hospital for injuries he sustained and then was transported to Central Booking where he will be arraigned on the following charges;

  • Aggravated Assault
  • Simple Assault
  • Fleeing and Eluding
  • Resisting Arrest
  • DUI
  • Reckless Endangerment
  • Numerous Traffic Violations 

The officers involved in the incident sustained minor injuries and did not require medical treatment.
