Conewago Twp Man Arrested For Attempted Child Luring

On 09.17.2013 the Northern York County Regional Police Department responded to the 3700 block of Davidsburg Road in Dover Township in regards to an attempted child luring.

Officers met with a 15 year old male and his mother.  The two advised that while the juvenile was assisting his mother perform volunteer work.  As the juvenile was taking trash out to the dumpster he came in contact with Theodore Irving Skinner.  Skinner asked the juvenile to help him with something over at his car and then asked him to go for a ride so that could “Have some fun”.  The juvenile asked Skinner what he meant and Skinner advised “Don’t worry about it, it will be fun”.  The juvenile attempted to walk away and Skinner gripped the youths shoulder preventing him from leaving.  The juvenile’s mother came outside and told her son to hurry up and come inside.  As his mother entered back into the building the juvenile started to follow, Skinner grabbed the youth by the wrist and attempted to pull him towards his vehicle.  The youth was able to break free and go inside.

Theodore Irving Skinner age 73 of the 2000 block of Greenbriar Road was taken into custody on September 23, 2013 and arraigned in front of MDJ David Eshbach.

Skinner faces the following charges;

  • Interference With the Custody of Children
  • Luring a Child into Motor Vehicle
  • Harassment
