Often times groups of individuals will stand on or along roadways and medians attempting to solicit money either for themselves or for charity. While their motives may be genuine, the practice itself is illegal.
PA Vehicle Code Section 3545 states:
Pedestrians Soliciting Rides or Business
No Person Shall;
(1) Stand on a roadway for the purpose of soliciting a ride. (Hitchhiking)
(2) Stand on a roadway for the purpose of soliciting employment, business, or contributions from the occupant of any vehicle.
Due to the inherent dangers involved with pedestrians walking into moving traffic to solicit charitable donations, the Northern York County Regional Police strictly enforces this section of the Vehicle Code.
