Additional Charges Filed Against Matthew Puterbaugh

February 27, 2014 at 1:00 PM, the Northern York County Regional Police Department arrested Matthew B. Puterbaugh, age 46 of 1000 Conewago Road in Dover Township.  Puterbaugh was charged with 661 counts of Possessing Child Pornography and one count of Possessing Instruments of Crime.

Puterbaugh was arraigned before MDJ David Eshbach and bail was set at $250,000.00.  Puterbaugh was then taken to Central Booking for processing and transported to the York County Prison.

The investigation into Puterbaugh began on February 20, 2014 after a 12 year old female student of the Dover Intermediate School reported to school officials that Puterbaugh had inappropriately touched her on February 19, 2014.  The student advised that during her Music Tech class, Puterbaugh leaned over her to explain something, as he did this, his hand caressed and squeezed her thigh.

The Dover Area School District made immediate notification to the Northern York County Regional Police School Resource Officer that is assigned to the District.  NYCRPD Investigators and school officials began a joint investigation into the complaint.

The School District suspended Puterbaugh immediately.

NYCRPD investigators seized computer equipment from the School District.  These computers had either been assigned to Puterbaugh by the District or were located in rooms that Puterbaugh used for student instruction.

Puterbaugh surrendered his personal cell phone to Investigators and provided them with written consent to search its contents.

During a cursory exam of the cell phone, Investigators located numerous video files that appeared to be of school-aged females.  The videos appeared to be focused on the breast and pubic region of clothed females.  Several of the videos were taken from an angle that captured undergarments worn under dresses.  None of the videos depicted the females in states of undress and the videos appeared to have been made without the students’ knowledge.

NYCRPD Investigators applied for and were granted a search warrant by MDJ Eshbach for the home of Matthew Puterbaugh.

On February 20, 2014 at 2:45 PM, NYCRPD Officers executed the search warrant on Puterbaugh’s Dover Township home.  Computers, hard drives, and a digital camera were seized from the home.

On February 21, 2014 NYCRPD Investigators were granted three sealed search warrants by York County Court of Common Pleas Judge Gregory Snyder.  These search warrants were obtained in order to perform a forensic examination of the contents of the computers seized from the school, Puterbaugh’s home, and Puterbaugh’s cell phone.

Forensic examinations of the devices began on February 21, 2014.  The videos found on the cell phone were extracted and still photos of the faces of the students were provided to Dover Area School District Officials for identification.

The School District Officials were able to identify many of the faces as either current or former students of the District.

A Dell desktop computer that was seized from Puterbaugh’s home was forensically examined and was found to have 661 images of children engaged in sexual acts.  This child pornography is consistent with pornography that is downloaded from the internet.  None of the pornographic images were of children who attend or who have previously attended Dover Area School District.

Additionally, the computer contained more videos of students from the Dover Area School District that were similar in nature to the videos located on Puterbaugh’s cell phone.

On February 27, 2014 at 6:00 PM, the Northern York County Regional Police Department and the Dover Area School District held an informational meeting with the parents of the students who were identified in the videos.  The investigation into the videos and how they were made continues.  Additional charges will be brought against Puterbaugh at the conclusion of that investigation.

UPDATE May 23, 2014

On May 23, 2014 the Northern York County Regional Police Department obtained two arrest warrants for Matthew B. Puterbaugh, age 46 of 1000 Conewago Road in Dover Township.

The new criminal charges were filed on two separate criminal complaints.  The first criminal complaint contains the following charges:

  • Interception, Disclosure, Use of Wire or Oral Communications – Wiretapping – 7 counts
  • Corruption of Minors – 10 counts
  • Invasion of Privacy – 7 counts
  • Harassment – 5 counts

NYCRPD Investigators initially identified 30 potential victims. These victims reported that Puterbaugh had touched them in some way or were identified as the main focus of one of the videos found on Puterbaugh’s cell phone or other digital media belonging to him.

Of the 30 initial reports, 15 were found to be not prosecutable because the incident did not meet the criteria of a criminal offense or the statute of limitations had expired.

  • The 7 counts of Wiretapping are related to videos where the voices of the victims were captured without their knowledge or consent.
  • The 7 counts of Invasion of Privacy arise from videos made by Puterbaugh that were taken up the skirt or shorts of female students.  These videos show the undergarments worn by the females and were made without their knowledge or consent.
  • The 10 counts of Corruption of Minors include the instances of invasion of privacy as well as three additional videos that were taken of the breast/cleavage and/or pubic regions of clothed students.
  • The 5 counts of Harassment are for instances where Puterbaugh rubbed the legs and/or thighs of students without their consent.

These incidents occurred over the past 4 years and occurred at the Dover Intermediate School, the Dover High School Band Camp and subsequent practices, and at Dover High School graduation ceremonies held at the York Expo Center.

Puterbaugh surrendered to NYCRPD Investigators at MDJ Jeffrey Oberdorf’s Office at 1000 hours this date.

MDJ Jeffrey Oberdorf set Puterbaugh’s bail at $ 250,000  for these charges.


The second criminal complaint charges Matthew B. Puterbaugh with the following offenses:

  • Statutory Sexual Assault
  • Aggravated Indecent Assault against a victim less than 16 years of age
  • Corruption of Minors
  • Indecent Assault against a victim less than 16 years of age

On April 12, 2013 the Dover Intermediate School received an anonymous phone call advising that a female had been having a sexual relationship with Matthew Puterbaugh while the female was a student at the school.  The Dover School District notified the Northern York County Regional Police Department and an investigation was commenced.  The female student was now found to be an adult and living out of state.

NYCRPD Investigators met with the victim several times over the past 12 months.

In March 2014 the victim returned to Pennsylvania for a formal interview with NYCRPD Investigators and members of the York County District Attorney’s Office.

During this interview the victim disclosed that while a 4th grade student at Dover Elementary School she began to take music lessons from Matthew Puterbaugh.  These lessons were held at the Dover Intermediate School.  These lessons continued for the next two years.  During this time the victim reported that Puterbaugh would sit close to her and his closeness made her feel uncomfortable.

During the summer between the victim’s 6th and 7th grades in school the lessons continued.  During this time the victim reported that Puterbaugh began touching her and would touch her pubic region through her pants.  The victim also reported that Puterbaugh would put his hand inside her shirt.  As the summer continued, Puterbaugh began showing the victim his penis.  Toward the end of the summer, the victim reported that Puterbaugh had sex with her inside a storage area in the Intermediate School during one of the music lessons.

The sexual assaults continued over the next three years.  The victim estimates that Puterbaugh had sex with her on at least 80 occasions at either the school, her residence, or his residence.

MDJ Jeffrey Oberdorf arraigned Puterbaugh on the charges and set his bail at $ 250,000 .

Puterbaugh was taken to Central Booking for processing and was released on bail.
