On 03.20.20 at 10:00 PM the Northern York County Regional Police Department investigated an arson at the Moonlight Cafe.  The Moonlight Cafe is located in the 4100 block of Carlisle Rd. in Dover Township.

The first officer on scene pulled to the rear of the building and located the fire.  The fire was at the rear door of the building and by a detached walk in freezer.

The officer used his fire extinguisher to put out the blaze.  Damage was caused to the rear door, freezer door and the rear porch of the business.  The Dover Township Fire Department responded to further secure the scene.

The owner of the business responded to the restaurant for damage assessment.  He also obtained video footage of the arsonist.  The suspect used a bag of used aprons to start the fire.  The bag of aprons were hanging on the back porch of the business.

At 11:15 PM members of the Dover Township Fire Department advised that they observed the suspect at  a convenience store located in the 4000 block of Carlisle Rd.

The police went to the convenience store and interviewed the suspect.  The suspect was identified as Justin Elicker, age 35, from Dover Borough.

Justin Elicker was taken into custody.  He was transported to York County Central Booking for arraignment.  Justin Elicker was charged with Arson, Causing or Risking a Catastrophe, Criminal Mishchief and Recklessly Endangering Another Person.  His bail was set at $25,000.00.
