On 01.05.23 at 0630 hours the Northern York County Regional Police Department, United States Marshall’s Fugitive Task Force, and the York County Drug Task Force arrested Elijah Devon Roman Penn (age 19) at his home for the 2021 murder of Justin Griffith. During the crime Elijah Penn also shot 21 year old Donald Dent, who survived his injuries.
The crime occurred at Cousler Park on Church Rd. in Manchester Township.
Elijah Penn was charged with Homicide, Criminal Attempt Homicide, Aggravated Assault, Recklessly Endangering Another Person. Elijah Penn was taken to the York County Booking Center for arraignment.

On 07.05.2021 at 2101 hours the Northern York County Regional Police responded to Cousler Park located at 1060 Church Road for a shooting near the basketball courts.
Arriving units located a male in the parking lot who had been shot at least one time in the torso. Officers immediately began providing first aid and CPR to the male. The male was transported to York Hospital where he succumbed to his injuries.
A second victim arrived at the hospital by private vehicle. He suffered a non life threatening wound to his leg.
The victims in this incident appeared to be targeted. Nearly 2 dozen people where in the area at the time.
