On 07.28.22 at approximately 4:00 PM a Northern York County Regional Police Detective spotted the suspect in the above video riding a bicycle along Loucks Rd. The subject was stopped and identified as 33 year old Kidany Lugo-Rodriguez, no fixed address.
Upon investigation Kidany Lugo-Rodriguez was arrested and arraigned on the charges of Theft, Receiving Stolen Property, Loitering and Prowling at Night Time, Possession of a Small Amount of Marijuana and Possession of Drug Paraphernalia. The thefts stemmed from thefts from vehicles that occurred on 07.22.22 in the 2100 block of Brandywine Ln. in Manchester Township.
The suspect was taking to the York County Judicial Center for processing and arraignment. As of the time of this post bail has not been set.
The investigation continues into other thefts he may have committed in Manchester Township.
