On 10.13.24 at 12:26 PM the Northern York County Regional Police Department investigated a hit and run crash on York Rd. at Porters Rd. in Heidelberg Township. Witnesses reported that a white Ford Explorer had stopped at a stop sign facing south on Porters Rd. at York Rd. The Ford Explorer made a left turn to travel west on York Rd. The Ford pulled out and struck a 2014 Harley-Davidson motorcycle that was moving eastbound on York Rd. After the impact the Ford Explorer fled west on York Rd. towards Hanover, PA.
The riders of the Harley-Davidson motorcycle were ejected. The driver of the motorcycle was a 53-year-old male, and the passenger was his 10-year-old daughter, both from Seven Valleys, PA. Both occupants were wearing helmets.
The 10-year-old girl was taken to Hershey Medical Center where she is being treated for two brain bleeds. The mother of the child is waiting for doctors to give a prognosis of injury. The operator of the motorcycle was taken to York Hospital for extensive injuries but is expected to recover from his injuries.
Witnesses on scene described the striking vehicle as a white Ford SUV. Auto parts collected from the scene indicate that it is a 2003-2005 Ford Explorer. The suspect vehicle should have damage to the front driver’s side area of the vehicle. The Ford Explorer pictured is a sample picture and not the suspect vehicle.

UPDATE
On scene investigation located several car parts belonging to the striking vehicle, specifically a large piece of front grill with a Ford emblem on it. This piece had serial number 1L24-8200-ACW. A search was conducted online and found that the serial number on the grill belongs to a Ford Explorer between the years 2002 – 2005.
Through the use of several local businesses with outdoor video cameras, investigators were able to follow the striking vehicle after the crash. At 1227 hours, the vehicle was seen travelling west on York Rd. past W. H. Cooke & Co.. At 1229 hours, the vehicle is travelling north on Gitts Run Rd. past Ox Industries and then makes a left turn onto Moulstown Rd. by Aqua Phoenix at 1230 hours. At approximately 1232 hours, the vehicle passes an Utz factory on Moulstown Rd. and is seen on video turning behind a “Tidal Wave” car wash. After that point, there were no more cameras available to track the location of the vehicle.
On October 16, 2024, investigators received an anonymous tip from an employee at Hillandale Farms in
Gettysburg. Investigators contacted the complainant who advised she overheard another employee talking about how they were involved in a crash with a motorcycle on October 13. She advised the name of the employee is Miguel Sebastian Pascual. She stated he drives a white Ford Explorer but had not had that vehicle since the day of the crash.
Investigators contacted the PA Criminal Intelligence Center and found that Miguel Pascual owns a white, 2002 Ford Explorer. Investigators were provided with several addresses in the York Springs / Hanover area for Pascual, however were unable to locate the vehicle at any of the locations.
Investigators interviewed two other employees at Hillandale farms, one of whom is a relative of Pascual. Investigators were advised that Pascual had left work early on Wednesday, 10/16, and told his managers that he would not be coming back to work for 15 days. Two of his co-workers advised that Pascual had talked about his vehicle being involved in the crash with the motorcycle, but they were not able to tell me if he was driving at the time of the crash.
Investigators did obtain a cell phone number for Pascual from his co-workers. A search warrant was drafted for Pascual’s cell phone number requesting location data on the day of the crash.
Results were received back from AT&T showing that on 10/13/24, Pascual’s cell phone was pinging in the 6100 block of Thoman Dr.. Pascual leaves the residence on 10/13 at 1222 hours and approaches Thoman Dr. and Porters Rd. at 1223 hours. Pascual proceeds north on Porters Rd., at which point there is no location data on the phone until 1230 hours, when it pings on Moulstown Rd.. At 1235 hours, the phone pings again at the “Tidal Wave” car wash.
Investigators responded to the Thoman Dr. address and made contact with resident who advised Pascual was at her residence on 10/13 to drop off some groceries. She advised that he was there by himself and when he left there was nobody else in his vehicle with him. She confirmed he was driving his white Ford Explorer.
The following charges have been filed against Miguel Sebastian Pascual, age 52 of New Oxford.
